It certainly needs to be there, as it is the both the conclusion to their time on the train and the thematic conclusion of the ideas planted during the dream sequences. However, Akaza and Rengoku's fight, as amazing as it is, feels like it comes out of nowhere in the movie. The first two acts, while very different in tone and pacing, are at least clearly connected - the dreams are Enmu's scheme, and taking him down is the natural next step after escaping the dreams.
